Only 30,000 people. Those numbers are pathetic in a place like Japan. Also, 90% of the people there probably never even played Touhou. More people are attracted to the Touhou community then the actual Touhou video games. For example, those flashes on youtube that receive 80,000 views. Most of the people watching those videos simply glance at it, and never actually get into it.

If Touhou was popular in the US, the Touhou fansites like /touhou/ would have a lot more users. Go to the /touhou/ imageboard and see how unpopular it is. Even on /jp/ there probably only 20 guys here.
