I still play the fighters and enjoy the STGs as well. The fighters are much easier or harder depending on who you are fighting, and the community of IaMP these days is ruthless. You will be kicked and banned from the IRC channel if you can't play the game in the exact manner that they want you to, because it ruins the flow of their game whenever you play in an unexpected manner. They will still demolish you regardless of how you play, but you'd best not piss them off.

So, no. IaMP doesn't appeal to normal gamers nor secondaries in the slightest. Hisoutensoku is becoming the same way, except the community is far more welcoming to new players.

After all, fighting games are popular in the west while bullet hell is mostly unknown. Most people who look up some lunatic run just declare the games impossible and won't even try them.
