More like we don't see them age because ZUN doesn't want them to age. Sure, Reimu and Marisa started as teenagers and should be fine to stay unchanged for a long time, but Akyuu isn't supposed to live to 30, so if she's still around 10 years from now, you'll know something is off.

Anyway, if that's a picture of Akyuu's birth, why is her like that? Shouldn't she be a child or something? Maybe she's the older Hieda preparing to reincarnate, or maybe their bodies start already mature enough (it would be a waste of time reincarnating at the first years of life) and the age weirdly.

No, no. That's a picture from when it was announced that the new Child of Miare (aka Akyuu) was born. It does not mean that they announced it right after the fact. They announced it (that she was born some time earlier) when they verified that she's indeed a Child of Miare (after she grew up enough to be able to speak properly and tell them where they can shove that crappy porridge and to bring her some sake instead).

The article is dated 9 years before EoSD. Unless EoSD doesn't take place in its year of release, that means 1993. (As for editing the wiki, I'll leave that to people with, um, more tolerance.)
