Sometimes important writing skills and universe building includes intentionally leaving things out.

ZUN could even have detailed backstories and plot points that he himself knows but doesn't write in. There is a good chance he will never tell anyone and we shall never know all there is to the series.
There are many secrets behind even just the names of Touhous, more probably hidden in song names and spell cards. Like why did ZUN choose certain names and make certain references? He probably knows clear as daylight, but we can only make assumptions and theories.

She was a youkai bird from the start. You think a hell raven is just your everyday bird or what? A hell raven is a youkai that feeds on spirits to gain power. That's why it was suitable to make one into a shrine for the Yatagarasu. Okuu was chosen from among them because her head is "emptier," thus being more accomodating.
