Government is only necessary for humans. Gensoukyou is a place mostly filled with youkai, so they don't have nor need any rules. The main priorities are the place's stability and the continued wellbeing of the youkai population. Those who get in the way of these things will usually be targetted by powerful people, just like in the Vampire Incident. Humans are only allowed in Gensoukyou because a small population of them is needed for both of the priorities I listed, and because they aren't really a threat (they're also closely monitored to make sure they can never be a threat). Or maybe they aren't really needed for it, but it's just easier this way, I don't know.

As a result of Gensoukyou being this way, it seems evident that things like a standard for measuring the value of items to be traded (in other words, money) is not really as necessary either, and although some of it does seem to be present, you still see things like Rinnosuke's and Marisa's bartering in CoLA.
