Why are Japanese people really outdated in things relating to technology, particular computers?

On one hand they have their robots and their fancy high tech toilets, but then on the other hand most people in Japan are still using Windows 2000 and have computers that are made with parts which equally as ancient. You can probably open up the computers of random people in any major Japanese city and I would bet you that at least 7 out of 10 of those computers are going to be prebuilt store bought computers from the early 2000s and have those big old ribbon cables in them.
