They take away from anything else about the character and direct attention to their breasts. They can't have cute outfits because the artist will be too busy trying to draw the top low cut(even when it wasn't originally that way) or making it unnaturally curve around her boobs. The larger they get, the more and more the character tends to become about them. Poking, prodding, grabbing, breast envy jokes, calling characters with c cups "small" or "average" or "modest". They also start sucking up the animation budget after a point, if it's an anime.
