It's possible he had something in mind. Yukari has been around since PCB, and Yakumo (八雲) is spelled the same way as in Koizumi Yakumo (Lafcadio Hearn).

Of course, chances are he probably just took the name and then later said oh hey what if i add another character named after the same guy and make her look similar that'll get people guessing.

Then again I don't think things have to have been planned all along to be clever. Lost suffered for this, both in its writing and in its reception. Just write a linear narrative and do whatever comes up as you go along.
