Their bosses decide who will get senbatsu, and an episode of Nogidoko is reserved to each senbatsu announcement, where they're told who, out of the 33 members, will get one of the 16 senbatsu spots, and out of those, one of the 8 8fukujin ones, in novel ways. And then we see them cry and cry and cry.

They sat them in an adjacent room telling them they were doing a gimmick where they would be "boycotting the show", and then they were told it was the senbatsu announcement, which would be carried out by them going one by one, in any order they desired, to another room where their names would be in an envelope, and they had to look inside.
