The supreme court already saw a case that makes this clearer back around April in which it was said that pornography which is drawn needs to be of an actual child to be considered child pornography.

So being able to prove that any lolicon art from Japan is a drawing of an actual child would be necessary to be convicted under the law as currently interpreted by the US supreme court.

However it seems that most people in the US are very very wary of how the protect act will be interpreted in regards to lolicon in the US. So far nobody's really gone and tried to find out for themselves by getting arrested and going to court.
