Painting isn't necessary, nor is panel lining really but both of them add a lot towards the figure looking good, the plastic comes coloured but of course there are some fine detail bits that look much better touched up with paint as they're just a block colour and the plastic isn't shaded.

If anyone has been curious about all the Alter delays that have been going on this post I found was pretty informative although a bit out of date now:
