Alright, let's be honest here. If I become a magical girl, how many terrorists will rape me in my moment of weakness before I regain my powers and blast them to smithereens? Those that want to simulate the Gensokyo experience could move to a 3rd world shithole and toil on a plot of land trying to survive through subsistence agriculture. The risk of some of the locals deciding to rob and murder you because they'd assume you're filthy rich would simulate the risk of being eaten by Youkai.

But what kind of terrorists would you be fighting against? If it's just angry brown people with guns wouldn't the army handle them just fine?

Can a typical magical girl take on the regular kind of terrorists with guns or even a tank? I imagine maybe some of the madoka/nanoha ones can, but sailor moon/card captor sakura probably will die.

Considering i have intimate knowledge of the plot and characters, as well as a wealth of outside knowledge, I'm certain I could arouse the interest of some youkai (and hopefully make them friendly acquaintances).

Because the number of magic circuits you have and the number of units of prana your body can contain determines the magic you can use. If you had few of them you'd barely be able to use magic so you wouldn't be much of a magical girl. I guess it might be OK to lack magic circuits if I could say use High-Speed Divine Words.
