I would imagine it's more of a genetics thing. Having a dominant "ghost gene" written onto your chromosomes if you're born to half-ghost parents.
So if you impregnated her, you'd have a 50% chance of spawning little half-ghost babies.
Having it be a factor of race would just be silly.
