Here's a way to calculate the chance.
You start with 0%:


Has she been MC in one of the last 4 integer games? Add 20%

Is she popular or/and well liked by the Japanese fandom? Add 15%

Is portrayed as having close combat skills or short range weapon proficiency? Add 15%

Is she post PoFV? Add 10%

Is she a stage 4/5/6 boss? Add 10%

Has she been playable in prior fighting games? Add 5%

The following characters get a extra 25% because they're convenient for the game possible scenarios and interactions:
Hijiri, Toyosatomimi, Sanae.

The following characters get their chances set to 100%: Reimu, Ichirin, Marisa.

While the Aya spin-offs do indeed have 4/5/6 stages they don't hold the same meaning as the conventional games. Mainly because there are 12 normal levels so while the power of a boss in correlation to the level does apply but not in the same ratio as the traditional games.
