I don't know if ZUN plans this kind of thing in advance, but Patchouli and Remilia being friends makes all the sense as a mutual defense pact. Remilia has two elemental weaknesses (Patchouli controls those two elements and five others) and a normal intellect. While Patchouli has a weak body and benefits from having a super-strong / super-fast / super-tough ally.
