I think it's because they always have these retarded tarento there just for the sake of upping viewers, those tarento have to be focused at all times in every skit/report because that's what some viewers are watching the show for.

Japanese television, much like its counterpart in the West, is a desert bereft of any creative talent as coming up with new and innovative shows creates potential risks which are usually avoided in favour of endlessly cranking out formless tried-and-true garbage that will earn profits because said garb is familiar to audiences and therefore less likely to be rejected

Therefore rather than rock the boat with experimental programming much of Nip TV is the same kind of pointless talk show where talentless tarento watch youtube clips that is usually never actively watched but simply turned on and left on in the background while the viewer reads or talks with others or prepares supper for the family
