Why are Japs so much better than Westerners when it comes to fan works?

Are we too lazy or do we simply lack the skills to create anything memorable?

Because IP laws. In the US, I've certainly never heard of someone taking someone else's characters and settings, creating stuff with it, and selling it for money without needing to at least pay royalties.

In Japan, however, people are allowed to profit from Touhou without needing to give any money to ZUN.

They're better at the technical aspects of almost every art form. Naturally adept at visual art, music, etc... It's just the creative side of things that they seem to struggle with.

Japan creates an insane amount of fanwork mainly because they CAN, not because they are magically more talanted or what have you. They are not bound by extreme copyright laws and rabbid, foaming at the mouth rights holders. Disney isn't too fond of fanwork, lets just say and getting sued for even non-commercial drawing if quite the turn off. This is bad, because creating something original is MUCH harder than it seems and it's a lot easier to create fanart of existing IPs and franchises. Being actually free to draw, mix existing compositions etc... eases the burden of creativity on eastern artists, thus they have incentive to create something. Western artists are stuck with the notion that anything unoriginal is automatically bad, and even punishable. Thus, are forced into absolute originality, which is much harder than fanwork. Another problem is the culture of artist communities. Examples. Eastern: fanart of my wok? Awesome! Thank you! Western: omigod I didn't give you specific authority to use my work I'm gonna complain to bla bla bla... (though it's gotten much MUCH better now then it was a few years ago)
So there's your answer. Being free to create, they do create, and practice, and get better and create more.
