I often see on /jp/ ``sage" being used in various contexts. Because I am autistic, it is difficult for me to understand the correct etiquette for the usage of this function. Can I please be educated in its particulars?

Sage doesn't bump the thread.
I personally use it when I don't see the point in bumping the thread, which could be when the thread is already popular and/or your post doesn't contain anything that would nurture a well-off conversation.

I also use it when I tell people off, or give other personal comments, and not on topic.

Japan doesn't even have a decent welfare/disability system to leech off. You can comfortably leech in Norway and never work a day in your entire life. Bootlegs are crazy popular at Comic-Con. And those aren't derivative works, those are actually copying someone else's content and burning it to a DVD.
