Yeah, there is such an option, i saw no difference with it turned on and off, as the framerate drop is made by the butterflies, that are not exactly background.. and the drop occurs in only that one part where the butterflies are, nowhere else.

I know that feel... on my first playthrough, i was last hit away from finishing off Iris, i had 2 HP, no lives, nor cross tanks and she had 2 HP too, like a idiot i am i zerg rushed towards her to do the final hit and got killed myself, then, game crashed on the password screen... did not want to play RKSF for a week or so..
