I'm not sure if I understand your question, but I'll attempt to parse it. The "west" doesn't make fun of autism, it tries its best to help people afflicted with it to the point where people that don't actually have it are diagnosed as having it. The only place where "autism" is actively ridiculed is 4chan, and nobody on 4chan actually knows what "autism" means or is aware of any aspects the illness refers to, to the point where it's become a replacement word for "social awkwardness". I'm not very much aware of how autism diagnosis is carried out in Japan, but I doubt anyone there "makes fun of it".
