Nope, she can't. Like someone else posted, when she 'eats' history she actually hides it from existence. When she eats the history of the Human Village in IN she effectively makes the village invisible.

When she changes into her were-hakutaku form she can create and change history.

Keine's ability is one of those things that never seem to make any sense. The blurb goes, she eats history, can retroactively erase events, people and places, and after transforming can even write new ones in their place. Supposedly there's no history in Gensokyo other than what Keine says there is.

What that means in practice doesn't make much sense though. The only canon use of her power was in IN where she devoured the history of the human village to protect it, but the playable characters were still able to remember the village just fine - and in Yukari's case, even see it as if it was still there. So what the fuck it actually did is anybody's guess.

It was kind of pointed out somewhere, I can't remember that she couldn't change history that was writen down by Gensokyo's main historian family. Ever full moon she writes up the latest history and hands it over to the others, because just writing it down doesn't count in ZUNs world.

Ok guys. I see that you are confused. Here is how Keine's ability works according to Akyu from PMiSS:

She can erase history when human, and when she becomes a hakutaku, she can create history as well. The history of Gensokyo is that which is created by her (*2).

Speaking of history, things do not become history merely by happening. Things do not become history unless they are made history by someone's hands. She can fabricate history that didn't happen, or conversely, erase from history incidents which actually did happen.


2: Her powers have no effect on the histories passed down by the Hieda family. Thus, over time it becomes not her history, but ours.

The human village vanished in IN when Keine decided that humans never settled there in the first place. Yukari still saw the village, but she's Yukari. For what it's worth, Yukari could possibility get any character you want from fiction and bring them into the real world, or just take you and leave you there seeing as it's been said her gaps can go into fictional places.

I have this theory that these characters' kekkai protect them from their major hax powers as well as the common danmaku, at least to some degree. It explains a few things:

- Why the characters in IN could still remember the village even though it was no longer there (hypothesis: their minds were protected from Keine's history hax)
- Why Sakuya goes through the bother of doing Dio style knifespam instead of stopping the time and cutting everybody's throats while the time is stopped (hypothesis: she can't penetrate a kekkai while time is stopped)
- Why Raymoo and Sakuya didn't go mad upon seeing the true full moon when they just had said that that's what it does to humans (hypothesis: their minds were again protected by the kekkai)

I don't know if there's enough evidence to support this, or if ZUN even gave this thing a thought at all, but this is a theory I've been entertaining.

Reimu is THE shrine maiden of Hakurei Shrine. Sakuya works as the only human maid at SDM and is powerful enough to stand up to Remilia in a fight. Neither of them are normal humans.

I've always had the impression that those were the exact same ability. When she "eats" history she removes events from continuity, and she can later regurgitate them back in their original places if she feels like it. That's when she's in human form, and as a hakutaku she can in addition to that create brand new events.

I'm fairly sure he started the time again on his own at that point. I've never gotten the impression that Dio would have to stay away from people to keep the time stopped for them. How would that even work? He leaps across rocks floating in midair during a time stop and such, so clearly things don't start to move again just because he touches them.

Throwing a knife at someone could be an easy way to get rid of the guy from a distance while still having the advantage of stopped time.
