Why can you be an english teacher in Japan without knowing fluent english?

Because noone uses high level English anyway, so it is not necessary to know it to not teach it.

That's not true at all, you need to be fluent in english and I heard only those from countries where english is the primary language can teach it.

Not all of them apparently. I just spoke to an english teacher in Japan and she said she doesn't know english and she doesn't understand why she got the job.

standardised tests. they memorise the answers without understanding the material. there are so many tests that there's no time for anything else.

teachers are stuck with it because meeting the test targets is the only way they can keep their shitty jobs.
compounding this, the test-making industry keeps pressuring schools to put more tests into the curriculum because that's the only product they've got to sell.

Perhaps you don't, which is clear by the contents of you post. But don't put everyone in the same boat.
