The problem about commercial F2P mmorpg is that they all become "pay to win" sites. Basically, if you don't pay a lot to gear up and fuel yourself with no-cooldown consumables, you will lose PVP or PVE encounters that require their use. In other words, you end up forced to enter the arms race or just give up that kind of nonsense and go to Warcraft like everyone else.

Free to Play (F2P) sites are not really free to play. They always have gimmicks that require you to pay or else you cannot level beyond a certain point, you cannot travel to many areas, you cannot wear certain gears, you cannot gain certain skills, you cannot wield all weapons, you cannot wear all gears, etc. There's only one major F2P mmo that isn't crippleware and that's Ragnarok Online. In RO, you can still level up to 99, get all skills, travel everywhere, use all shops, and wield all weapons/gear without paying. The game client and patches are also free to download and use.

Any game that claims to be F2P but still charges you for the client and patches is not really F2P. And if you have to pay in the game to level up, be able to visit all maps, or obtain skills, that is also not free to play. Crippleware is also not free to play; it's more like a free trial than F2P.
