Not quite. Reisen can make people insane, but she doesn't control insanity. Reisen's power basically amounts to being able to fuck with peoples heads by creating illusions and full blown hallucinations. It's not like she can cure insanity, but she may sell you a drug of Eirin's that claims it can.

In anycase Flandre's insanity or more a result of how she's been treated for the past 500 years rather then some chemical imbalance. She's childish and prone to throwing tantrums because she simply doesn't know better and very few people exist who could tell her 'no' without being destroyed.

Marisa will probably stabilise her a bit and teach her she can't have everything she wants, but she probably won't change too much overall. Flandre will always be a monster.

Makes sense, Marisa probably just uses the whole 'here to play' excuse as a way of getting out of looking like she's actually there to steal more books when Flandre finds her on occasion.
