Seiga isn't really that much devoted to the Taoist side so she might not make it.

How exactly is she weakest character in the game? She seemed fine to me, just advanced in terms of learning. Just because they're unconventional doesn't mean they're terrible. She has her balanced share of pros and cons like most other characters. From Sokuwiki:

Advantages: Suwako is blessed with a wide variety of ranged melee and dense bullet attacks. Thanks to the density of j.5C and the cover provided by 22B/C, she's able to win many long range bullet battles. In addition, her ranged melee allows her to catch opponent running in. Some attacks like her Long-Arm-Long-Leg-san alt can even provide cover while moving in. Her j.5A is both meaty and able to crossup. She can link together various moves that take her to and from air, ground, and underground to create wide varieties of mostly airtight blockstrings that can last quite a while (especially near the corners) and deliver a lot of pressure.

Disadvantages: Suwako is cursed with the poorest movement in Soku. She has a few frames both before and after her (under)ground dash where she's unable to block, making her extremely vulnerable to awaiting melee attacks. Her fly is slow and can only be done in 3 directions, making closing in on the opponent difficult. While her airdash can make up for her fly's slow movement, it's not as flexible as a true fly. Even her normal ground forward movement has a large startup and forces her into the air, making her vulnerable to any air unblockable moves.

Of the "most difficult for humans to use" variety, not the "has terrible stats" variety, which was the case for IaMP Meiling.

She can be good in players that dedicate themselves to her and has lots of the traits of the type of wildcard that you occasionally see sweeping tournaments because people aren't used to dealing with a skilled player of that character.
