Shinki is my favorite Touhou. I find her design very creative and quite exotic if compared to other touhous.

She's one of my favourites too. Nice design, particularly the wings and hair. She has my favourite stage 6 boss fight next to PCB, and for a PC-98 she gets a lot of attention from others. And she has Yumeko and she is also excellent.

You're liking a character you have probably never even seen in game. Even if you did, it's probably because someone on /jp/ told you to play the PC-98 games. At most, you only read the wiki page on her and tell yourself that you know everything about her (as if there is really much to know about any PC-98 character).

You say that as if there are many well fleshed-out windows-era touhou characters. And how is it in any way derrogative to play the PC-98 games due to a /jp/er's advice? Besides, the wiki pretty much covers everything about any given character, so assuming it's a bad thing to go to the wiki is on the same level as an old teacher all grumped out because wikipedia can explain his course work better than himself.

No, I actually played all of the PC-98 games. I've started playing Touhou with the first game. I find all of the PC-98 games very entertaining, altough I prefer how polished the new games feel. I think that they are under appreciated if compared to other Windows touhou characters. I'd take Shinki over Chen any time, for example, and Chen barely shows up in any Touhou game at all (or you're gonna say that stage 2, mid boss extra and 1-card spell are relevant appearances?). The appeal of the Windows-98 games is that I find that old Gensokyo much more interesting to explore, and ZUN pretty much leaves so many things open to speculation, unlike the other half of the series, that have many official books and stuff like that.

Not in ZUN's case, I think. He wouldn't want to reintroduce a select few because other fans will bitch to a severe extent. He already tries his best to not show his personal favoritism, but that doesn't go over too well. On the other hand, reintroducing all PC-98 characters would not be possible. There are just too many for that.
