"Imply" means something different in English than it does in philosophy class. If speaking Japanese were mandatory everywhere, it would have been unnecessary to add "we're in Gensokyo" as an explanatory aside to her exhortation to speak Japanese. So while it is not necessarily true that you can speak non-Japanese languages elsewhere, it is implied.

a.k.a "the exception proves the rule" - given an exception, the inverse of it is the rule. In this case the exception is "you have to speak Japanese in Gensokyo", so the rule is "You don't have to speak Japanese if not in Gensokyo".

Now, Marisa probably wouldn't list all locations where Japanese is mandatory, so we haven't been given the full exception to the rule and can't really say that Japanese isn't mandatory everywhere except Gensokyo, but it is completely safe to state that Japanese is only mandatory in a few select locations, one of which is Gensokyo.
