The rocket was an embodiment of a shinto god (or three). The veil was just so the moon capital wouldn't freak out too much. That was a smart move by Eirin.

Okuu isn't as dumb as people make her out to be. Even if you would argue that she can't explain how her power works, and that she only understands it intuitively, intuition is still a form of intelligence. And it's just as likely that she has a logical understanding of it. There's no clear answer to that. But there is one fact about corvids, and that is that they are incredibly intelligent. Even a born stupid raven would be more intelligent than most species.
