This all eventually triggered the meiji restoration where the Tokugawa Shogunate was dismantled and in its place a new centralized Government was erected (the shogunate was collapsed into the imperial court and shit). Then the Meiji leaders decided the best way to modernize/westernize would be a grand trip around the US an Europe to learn its secrets. One of the last places they visited was Germany.

Germany, you see, had also been late to the industrial revolution. They also shared a lot of cultural ideas with Japan so they fit together well. Bismark, the leader of Germany at the time, gave the Meiji's leaders a lot of help and advice. He told them things like international law was just a farce and the strong were the ones who ruled. Japan then adopted the motto "foreign policy first" for their reformed government. That meant that Japan from this point forward would worry primarily about its power and status in relation to other countries. Further Japan based its first Constitution on Germany's.

You could say that Japan followed both the US and Germany as models more than any other two countries when it modernized. (some will argue dutch, and while its true dutch got them the ideas they weren't the primary source). Germany though was the closest thing to Japans sister state during this era.

Shortly after Japan modernized they made the rest of Asia their bitch.
