The reason why the Germans must apologize on a regular basis is not that they have done something bad - they haven't.
Some of their ancestors have. (Everybody has a murderers for ancestors)

This is not about putting the blame where it belongs, this is about socially accepted targets of blame. In the case of WW2, that has always been Germany. I don't see why that should change. They are doing their job nicely, and they have all these memorials prepared already, so it takes less effort.
