So why don't Yukari and Yuyuko team up more often in doujins?

I thought they're supposed to be best friends yet often their adventures are separate.

Yuyuko and Youmu team up better, as does Yukari, Ran and Chen. It's implied Yukari will go and see Yuyuko every so often and Yuyuko often has a idea of what Yukari is really up to sooner then the others. Perfect Cherry Blossom is a testament to their friendship; Yuyuko asks for something and Yukari obliges knowing it won't harm things in the long run.

Either way, it's easier to write the two of them messing around with their subordinates and others. Together they probably just make small talk and drink tea, maybe pick on Youmu. Pic related.
