This. Fairies don't die in Touhou, they are a aspect of nature so they just reincarnate. This is why most fairies aren't afraid of dying and spend most their timing messing around with people regardless of danger.

So in a sense, Cirno being the most powerful fairy is something to be proud of, sure she's about average compared to youkai, but she can respawn so she doesn't need to care about however powerful her opponent is.

See the fight with Mokou. Spell card rules get bent a whole load to fit with the flow of the games story, maybe Danmaku can cause lethal force if they want seeing as every time you beat Mokou's spell card she would resurrect, I also can't imagine the Touhou pausing every fairy that turns up to agree to how many spell cards they use. It's a duelling system between powerful Touhous, people can still fight normally just no super powerful shit, otherwise it would be just dumb and China wouldn't be able to fight villagers who challenger her at the gate with her martial arts as suggested in the same book the rules are written in.
