Cirno isn't particularly weak, but because she's a fairy, she's not intelligent enough to be higher tier. Being stronger then some youkai probably means she's as strong as some humans. That alone is great for a fairy.

She was even good enough to be a playable character in PoFV, where Lily was just an annoyance despite being a stage 4 midboss in a game where Cirno was a midboss of stage 1.

Maybe someday Cirno will be a playable character in a legit, integer game other than one of the Phantasmagorias.
I can only hope.
But seriously, Cirno isn't low tier, if you take into account the fact that she is part of the weakest species in Gensokyo and can still screw around with the big youkai hunters, and even beat them if they don't take her seriously.
