I'm not sure about whether chuunibyou is used positively or even neutrally. It's often used as a description of less mature, early teen-aimed programs, but there's also those times where it's used to describe a character, and it doesn't really come off as complimentary.

Then again, I was only introduced to the term when the english patch for Majikoi S came out, so I could be entirely wrong.

I think the argument is that Naruto is pretty clearly a show for young boys. It can have dark and serious moments, but it's not trying to be more grown-up than it has to be, at least not in any obnoxious way.
