Though from all of the charts I've seen, Reisen comes in at a C or D rank. I do agree with her being the weakest of the Eientei crew, but I have never seen any true display of Tewi's skill.

I am pretty sure important beings like gods have a certain level of protection and maybe even immunity to magic and etc. Shikieiki is a Yama, that would make her one of the most important gods, so I would imagine her being resistant if not immune to pretty much everything. What makes Shikieiki so strong? Is she just naturally strong or does it maybe have something to do with being the judge of the dead? In that case, if so, then wouldn't she be powerless against Mokou and Kaguya? Powerlevel lists are useless unless Zun does something to make them possible.

Due to the ambiguous and individual nature of Gensokyo, it is extrememly difficult if not impossible to construct an accurate tier list. You could take obvious statements and absolute proofs, but most of it will be fill in the blank, so your tier list could easily be different from another.
