There's nothing wrong with putting a character that wasn't directly connected to the events into the PV, just because Cirno didn't appear in IN doesn't mean she's suddenly not in Gensokyo anymore.

The point of anything Fan-made unless specifically stated to follow the canon 100% is to have fun with the series, if you're not enjoying Touhou because someone dared to infringe on the events in IN by showing a few seconds of something cute, then I really do feel bad for you.

Cirno was in PCB as a lowly mid-boss on stage one, and she was in the PCB episode for a good portion of the opening scene, it was cute and humorous. I still don't see the problem.

I think that the way they added Cirno into the PV was a lazy way to appeal to fans, because she is a very popular and well-recognized character. If I get that wibe from a Touhou fan work, I tend to dislike it. Then, to me, it feels as if the artists themselves don't have any particular attachment towards Touhou and are just doing what they do because that's what everyone else does. I get that not everyone can be expected to be extremely dedicated, and that's fine, but as a dedicated fan, their work doesn't appeal to me at all, and I find it bad, to put it simply.

When the intent of an artist comes into question, it can be very difficult for some people to like their artwork. Honestly, I didn't expect much, so I luckily wasn't too disappointed. In the future, I really hope they will just focus on making another full episode like what they did with PCB rather than releasing half-assed, boring PV's every event.
