Now, I've never played any of the touhou games, but I really like the music and remixes for them. Here's how I see the whole h-doujin issue. People were asking for mods to be tolerant of NSFW material (with reason) and I do believe they want to act that way but as far as they are allowed to speak it's something moot simply cannot permit or else he'll risk losing the few ads he has her when word goes out that NSFW material is being allowed by the staff. So the official stance is delete on sight and all mods will state the same thing but it doesn't mean they'll act that way. We've always had Comiket threads with spoiled images just fine, I don't see why I'd become an issue now.

I have a mediafire account which I use for similar purposes among a small group. It houses a great deal more content than what you posted, OP. It's mostly video games, though.

Have a few protips:
Mediafire uses a system which automatically checks the files which are uploaded, and compares them with a file signature database for copyrighted content. The way this works is by matching only the starting portion of the file, which greatly speeds up the process. This can be circumvented by encrypting uploaded files.

Sharing this on 4chan would be less of an issue were it not for crawlers whose sole purpose is the detection of copyrighted content. Warez sites have adopted a standard of using sites like safelinking to circumvent these crawlers.

My final tip would be to not even try this. Even if you're careful, some asshead will report you and your account will be deleted, and IP banned from Mediafire.

The best course of action for you is to just set up various share folders with which /jp/ users can upload content to. I'd even help out with that.

It doesn't make much sense to compress what's already heavily-compressed via flac/tta/mp3 (or png/jpeg for images). If the people who upload this stuff know what they're doing, they're using 7z/zip/rar as a container format without doing any additional compression.

On the other hand, storing your own music collection inside compressed archives like that anon is doing makes no sense anyway. He should just keep things in folders, which are just as easy to rename/move/delete as archive files and take up about the same amount of space anyway.

It is not spoonfeeding to upload items that were from Share and Dark because a lot of files from those places are spoofs, trolls, or partial (half) sets which the uploaders then made complete by combining multiple downloads.
