How often do you play? It could be that you play for that long time but you only play few times, and with long intervals between them.
Looking up new combos, training them at practice mode, playing with other experienced people, experimenting new characters, they all improve your gameplay.

I guess the biggest thing to remember is that despite being a Touhou game, its still a fighting game. Melee is a big thing, and you can't graze melee.

Patchouli has some really killer melee attacks, with a huge arc on them which caught me a lot of times. Also should probably make a deck with one of every skill card and play around in practice mode to find ones you like. Default decks are almost always pretty awful.

Well, with the way soku netcode works, the host always has less lag than the client.
As for the matchup, try to aim for dolls with your bullets. They're vulnerable from the time they appear to the time they stop shooting. Killing them means the doll shots don't come out, and they won't stay on the field to be activated at a later time. If Alice is setting dolls in a predictable manner, you can also land a counter hit with your teleport.

These 3 are her staples.
4 card Butterflies is a reversal, good hitconfirm
and a strong guard-crushing card in the corner.

2 Card Poison makes her her 623 series safe or advantage on block and lets you continue pressure, its also a neat hitconfirm too.

1 Card Wisps Is the same, but commits her a lot more and only makes your 623 safe in the corner, because its so cheap though, you can easily splash it anywhere or use it up anytime. Don't forget you can also shift the weather cycle forward 1 count by using this at any time.

If you want more variety, here are some other good options.

3 Card Rings traps people if you use it right after knockdown, Forcing them to block and get crushed or graze and get hit by your melee, both doing substantial damage.

4 Card Death Lance is just high damage hitconfirm card, Its not as versatile as her other two 4 cost cards but you can use it after nearly anything for strong damage.

You need to work on combos and knocking down your opponent. Soku is oki based fighting game and learning to knock down your opponent is important.

You always do AAA 5C as Reimu which is too big of an opening. Try doing AAA 5B instead. Experiment in training mode for blockstrings. The rule in cancelling in soku goes like: normals -> command normals -> bullets -> specials -> spell
Something you can do on a blocking opponent on the corner is f.5a 2a 2b anything after the 2b is not airtight(meaning they can jump out), but it's up to you to predict how they would get out.
Follow up with 5c if you think they will continue block for more spirit damage, do another f.5a if you read a ground dash, or j.5a if you think they will jump. More info on combos/blockstrings are in the wiki.

Also, I noticed you did a lot of needless flying, it's a waste of needed orbs. You should be learning how to airdash first before learning how to fly properly. Air dashes cancels bullet normals and air normals much faster and are usually used in many combos.

Reimu is a tough character to begin with unless you have a good understanding of the game. She needs to do combos for damage, spellcards aren't too versatile.
Also, stop using 623 as a dp, it's not a dp till level 4 and use 214 more, it's a good skill.

ggs, I'll tell one basic thing to start with, you won't win in this game without attacking, long range bullets even if they hit only give you small damage, while there are a lot of bullets, you still need to get up close and personal
Also, the teleport is not that safe so you might considering doing a bit less of them :x
