2nd season had a few scenes rushed.
The only thing I remember from the LN that adds to Kiritsugu's character (and others) was internal monologue and 3rd person narrator, and I guess the two episodes of Kiritsugu's past were done in order to make up for the cut monologue/narration details.
LN still pays more attention to Waver and Iskander than the other masters/servants.

The adaptation isn't bad, but Kiritsugu still didn't have much character development until the very end.
In terms of character development it's no doubt Waver that takes the prize.

However, I always see people go on and on about character development, but character development isn't the only thing that's important nor is it an absolute necessity, especially in shorter stories where there isn't as much room for development.
One very notable difference between the anime Kiritsugu and the LN Kiritsugu is the incredibly higher level of character exposition.

Kiritsugu is the most explored character with the most traits explored and to the greatest length.
He may lack in character development but that doesn't make him a flat character, I don't know why people so often speak as if characters has to develop to be good.
