The height for Rinnosuke was given by ZUN, the other three heights are estimated from the illustration. They happen to correspond to the average heights of girls aged 11-14 during the Meiji era. 11-14 is the apparent age range of Reimu and Marisa (as well as most Touhou project characters).

Reisen's height is pretty inaccurate on OP's chart. She is pretty consistently depicted at a height between Reimu and Marisa in canon materials. She is probably about 135cm going by Meiji theory or 150cm by Hisei theory with an apparent age of about 12yo.
