I grew up with SNES/PS1 games that featured little/no voice acting and never got used to it with the successive generations. Every delivered line sounds completely different from what I've imagined. I'd rather have the developers leave the voice acting for the player's imagination.

If you're okay with SNES games, give Bahamut Lagoon a shot. Essentially, you're the leader of a resistance group and you're assisted in battle by dragons. You can feed the dragons different items and they change into different forms. I don't remember beating it, but from what I recall, it was a very challenging but fun game with a good story. There's a lot of variety in what you can do with the game and I'm sure it'd be worth your time to check out.

There is also Front Mission you could play. That one has a remake for the DS I'm playing currently. The premise is that you lead a group of mech-piloting mercernaries. You can swap out parts and customize each mecha, or Wanzer as they're called, and there's always a lot to choose from. I'd say that the main draw of the game is the customization, since you can pick between melee, short-ranged, and long-ranged weapons, as well as the different arm, legs, and body parts. It's a little slow, but there's something about it that just keeps you wanting more.

A personal favorite of mine is Live-A-Live. The game lets you pick from seven different stories, each with a different character artist. The stories are very different, with the Bakumatsu chapter focusing on stealth, or the Western chapter focusing on setting up traps, while the Wrestling chapter is a big parody of fighting games. It's really neat and I'd definitely check it out. I doubt it's tactical on the scale that you want it to be, but it's definitely more strategic then the average RPG.

There's also the usual Tactics Ogre and SRW that everyone has mentioned, but I'm sure you've researched them by the time I submit this post.

Well, if that's the case, I'm afraid I may to have to recommend a few remakes, not that that's all I'll recommend.

Shining Force was remade for the GBA. It's actually far more improved than the original too. It's a lot like Fire Emblem, except there's more fantasy elements to it, such as different races like dwarves and elves. There's more personal exploration, being that you can talk to characters outside of battle and visit towns and there's a small focus on collecting cards. It's very challenging, so it's worth a look.

There's also the Advance Wars series for the GBA and DS. They're made by the same people who made Fire Emblem. It's not an RPG in anyway, so that may turn you off, but there's more focus on micro-managing and strategy in general. You produce units and have them either capture the enemy HQ or some times to rout them completely. You get to pick a diverse cast of COs, each with their own specialties and strategies, with some being defensive and others focusing on certain units. Days of Ruin for the DS is the most balanced one, but Dual Strike (also for the DS) is my personal favorite. It's very fun.

This is 32-bit (PSX), but I honestly find Vanguard Bandits to be one of my more favored Tactical RPGs. It's a game involving mecha in a fantasy setting and it has a very older anime kind of feel to it. You can build relationships between your party members and give out stats when you level up. There are three possible routes you can take and two of them have multiple endings. It's very much a classic, and I would really hope that you would give it a chance.

And again, there is also also the SRWs you can play. SRWJ is translated and those play essentially like Fire Emblem, so give those a shot. Again, Front Mission was remade for the DS and it's quite challenging, so give that a shot. I'm afraid I've recommended all the ones I have any experience with, but I really wouldn't knock the SNES titles before you try them. The SNES has a lot of quality Turn-based strategy games (like Metal Marines), so it's really a system you should give a chance.

I could also let you know about Power DoLLS, but I'm afraid I've never played it, so I know next to nothing about it, other then you're commanding a group of mech-piloting girls. There's also Metal Gear Acid for the PSP, which I also know nothing about, but I heard that it's card-based while also having an element of stealth. Sorry if I have wasted your time, I just hope that you find something that catches your eye!
