The janitors are doing a shit job, I reported so many off-topic shitposting threads yesterday and I come online today to see most of them are still there, some with 100s of replies.

They always tell us to report but when we report nothing gets done. Then when they do show their face they'd rather delete a relevant thread that has gone slightly off topic. I came back only last year, the reason I'm in /jp/ is because it feels the most like the original 4chan I'm used to (And for Touhou etc.), but even that is starting to vanish now. I don't think you understand how ReCAPTCHA works. Google scans a shitload of books. Some have non-english characters in them, but most don't. These words cannot be scanned are are blindly inserted into a picture to through off spambots. The other is the challenge word, which is the mandatory one. It is generated by markov chains or something to make it look semi-real.

Changing the challege word to kanji would require not only generating the kanji characters and scrambling them in such a way that they could still be read, and then giving websites a way to opt-in to it.

Basically, you are asking Google to waste thousands of dollars and valuable engineer time just for the laughable idea that it will keep /a/ off of /jp/. You really need to learn your place.
