Loli is legal, and if you were ever arrested and tried for JUST purchasing/importing/posessing loli, it wouldn't get anywhere in court, because the lawyers would have to prove that a drawing is now considered a real person, with a real life, that you really ruined by buying/owning that material. At most, you'll be charged with importing obscene material.

Most of the time, however, people have actual CP with their loli, which is illegal. Then, od course, the lawyers go and stick on the loli content into the charges because it doesn't stand out at all compared to the pictures of real children.
