Ah, well, at first it did seem that way, but that kana is not used anymore, same as other kana that were removed from the language. Which means the shirt is wrong in it's katakana. Or, it's a much older shirt from many years ago before the kana was removed, making it refer to a university fraternity. Based on the context of the image it seemed reasonable to assume that

So either the maker has bad japanese, or it is correct and a very old shirt using a kana as the name of fraternity which is common in Japan. It also makes sense to use a colloquial letter for a fraternity for the uniqueness even though it is not part of the language.

That was made not long after japanese was restructured and outdated, and unused kana were taken out of the language. They are not used for a reason, they are technically not part of the language anymore. And are only used for promotional material. Such as ゐ in てゐ. When referring to a town, you would use proper kana.

If it was a Evansville U student that made this, than his japanese was wrong. And maybe watching Eva was the reason why he chose this kana. But it is incorrect in it's usage.

Meaning it's either Japan, and referring to a fraternity in the University of Japan. Or, it is wrong in Kana and Kanji and was made by a someone who didn't understand the language properly.

Well that's how it's spoken these days, but it was written "エヴァンゲリオン" And there are a lot of cases of that where outdated kana words in promotional material are pronounced differently. But the old kana are used for heritage I guess.

The kana was removed in 1991, Eva came out in 1995, but at this time the language was still transitioning and it was still common to see the characters, until they were phased out.

You can also say バンパイア and almost everyone will write it, or say it that way. But before they would use the older kana.

I don't remember seeing that spelling in IM@S but I know that ZUN uses these, and other games or shows representing feudal japan I think might use them as well. I think it just comes down to what kind of feeling you want. But I think only fictional works do this. Professionally and normally you don't use them.

It says in 1991, the Japanese Language Council approved ヴ for usage in loanwords to better represent 'v'.
The Ministry of Education said to avoid using it for elementary schoolers, and to generally use バ for middle schoolers, but to use ヴ when necessary.

The wiki page says the opposite. That if 'vacance' and 'violin' were to become loanwords now, when ヴ became more used, they would be ヴァカンス and ヴァイオリン instead of the more commonly used バカンス and バイオリン.

The wiki page even has a section on how the NHK started switching to ヴ for some things (Composer names) where バ was used instead.

Vieuxtemps: ヴュータン
Wolfgang Sawallisch: ヴォルフガング・サヴァリッシュ

They switched the spelling of Stravinsky after 1995.

But that falls under being as close as possible to way the names are pronounced, and Japanese, and especially Katakana are heavily phonetic. And it's not just about writing the name, but mimicking the pronunciation of that name.

There is no hard and fast rule though. In an official poster, or name, it might say one thing, but it might be pronounced differently, Tewi and Tei. Or it might change spelling, like Evangelion. It might be used antiquatedly, or to proper mimic the sound of that language. As in both Russian, French and German they use hard V sounds, which are stressed.

But for most cases, they arn't used. Just google バンパイア and ヴァンパイア And finding them in every day Japanese is incredibly rare unless it's in fiction or necessary for the pronunciation of a name.
