Lets improve the canon and say that when a youkai kind become numerous enough to have their own society, they become "stable" and can exist without the humans' knowledge. Stories are full of people stumbling into hidden groves or towns, full of supernatural critters, who obviously were existing just nicely until then.

In Gensokyo, the "stable" youkai are the Kappa, the Tengu and the Oni. And what's more, a stable youkai can help other nearby youkai to avoid death by oblivion.

So, the underground youkai survive because they're technically living in an Oni kingdom.

Balance. Youkai generate Yin energy, while Humanity generate Yang energy. If you have just Youkai living around, they'll saturate the region in so much Yin that it'll stop existing in Earth and enter Makai, or the Dreamlands, or some shit like that.

Once you figure that Yukari's main job is balancing the energies so that Gensokyo can be an Youkai haven AND exist on Earth, inside a major Yang focus (Japan was the Empire of the SUN, after all), your respect for her will increase.

Or perhaps the whole thing is a scam. In SoPM, I think Kanako mentioned that youkai managed to solidify their beings into a stable physical body thanks to the creation of the great barrier. Maybe they think they need fear to live because most of them fill their stomaches with it; perhaps there are only a few that know all this, but they decided to keep quiet just to mantain the balance of things.

Even so, some youkai still exist out of the border (like Mamizou), so there must be something else. In any case, most of this shit is only important if you're going to make a story out of it, right?

It's hard to know what Byakuren actually does. SoPM says her temple conducts Sutra chantings every month, but these leave the humans morose and the youkai excited. This clearly means she's channeling huge amounts of "youkai energy" to Gensokyo (compare with Makai's atmosphere, poisonous to humans, favorable to magic).
