It depends, you can get some really awesome tattoos that are either artistically meaningful, or personally meaningful. Kanji has different meanings depending on the words around it it, and it requires context to mean anything. So if you say "Suck my dick" in japanese, it is always going to be taking literally. As in you are inviting the guy to suck on your actual penis. Which is why Kanji tattoos are always a fucking awful idea. Not saying the OP is doing that.

There is no plural form in Japanese 神々 can mean two gods, or every god, an entire divinity of gods. It can mean a lot of shit. 神 in this application, is correct. But only by context do you know which it's referring to.

Which is why it's an awful idea to be doing this in the first place without having a deeper understanding of how Japanese works.

神々でも支配者でもない is better.
