Reimu fought Mima several times.
Durring one of their battles, Reimu accidentaly exterminated Mima for good. Devastated by that loss, she instaured the spell card rule to prevent such things to ever happen again.

I tend to imagine the spellcard rules being woven into the fabric of Gensokyo itself. It disables innate powers and sets an upper cap on your magic, which is why Yuyuko didn't just stare you into a heart attack at the end of PCB, and the rules take instant effect any time there's a battle, regardless if anyone has actually -said- they're having a spellcard duel.

The Chinese Yokai, Hong Meiling, fled from real-life China after trying and failing to save people from the horrors of the Opium Trade, Boxer Rebellion, the KMT Purges, World War 2, The Chinese Civil War, and the Cultural Revolution. She's been fighting for so long she doesn't really remember her own origins, becoming more and more human-like as a result. But she's been offered an opportunity to escape to a faraway land of Magic and there's just one thing she's got to do to get in - stop that devil-eyed rabbit woman from sabotaging the Apollo 11.

Yukari is Maribel.

Wait, this isn't that simple. Yukari is attempting to take over the earth. Her first plan is to seal off yokai so they can become strong and humans will forget how to exterminate them.

This plan fails because the humans advance very quickly and develop incredible technologies.

Her next plan involves taking over the moon, stealing their technology and invading the earth with the new weapons. This fails again and she is forced back into Gensokyo.

Her final plan involves seeking out an incredibly gifted unified physics student(Renko) by possesing the body of her close friend (Maribel) and using her potential discovery to take over the earth.

The discovery turns out to be something useless and Yukari gives up her plan of conquering earth. She destroys the Great Hakurei Barrier and Gensokyo which causes the world to be filled with yokai again. This time however, the yokai live peacefully alongside humanity. Yukari is never seen again after that day but it's strongly implied that she is simply living as Maribel.

One week later ZUN reveals that his wife is a descendant of Hieda no Are and that all of this is based on a true story. On the same day yokai start roaming the streets and humanity is plunged into a new dark age.

The thing is that she can control her power, just as well as anyone else. The problem is that she's pretty childlike and isn't very good in social situations and probably has trouble understanding other people. It's like giving an eight-year old power over nukes and spontaneously killing things. Plus, I'd imagine her ability itself makes her feared and only contributes to Flandre's ineptitude and whatnot. ZUN says she's messed up in the head, but pretty much anyone would be given her situation.

What if everyone born into the Konpaku family is a hermaphrodite, but not in the usual sense?
What I'm saying is that their human half and ghost half are of different gender. So Youmu is a girl, but Myon is actually a guy, and when the time comes they reproduce with each other.
This is why everyone in the Konpaku lineage is a half-ghost; the inbreeding ensures that the child will be a half-ghost. It also explains why half-ghosts are so rare and unique, and probably only exists within the Konpakus.
I bet it's all a sick twisted plot conceived by Yuyuko. It's more practical to have a half-ghost servant, because it's easier for them to cross over to the realm of the living or some shit.

This makes sense and explain a lot of things, to be honest. It explains how the heroines managed to defeat beings as powerful as Miko or Byakuren. It's not because they're going easy on the PCs, but it's because they simply can't utilize their full strength. When they attempted to use all their full powers, it simply manifested itself as spell cards, and they can't control it as well as the PCs.

Maybe Yukari instituted the rules in order to give the miko a fighting chance? I mean with the crazy powers that some of them seem to possess it would be quite a feat for Reimu to actually kill one of them. Youkai supposedly need humans in order to believe in them so that they can continue to exist so this 'friendly' form of combat protects both parties.

Still, if they wanted humans to believe in them a far more effective way would be terror like they did in the good old old days.

they were always subtle about it before without any real danger of all out war. all they need to do is instill that climate of fear that existed in the old days. I'm sure someone like Yukari could accomplish that by herself and would probably enjoy it as well. The modern world has largely forgotten about Youkai judging from the amount of visitors to Reimu's shrine and so has the necessary no-how in order to combat them.

I was browsing the Touhou wiki when I've seen this on Sakuya's page:
