Shaft must be involved at some point because they manage to handle epic casts like Pani Poni Dash and Negima and still manage to get it done without the severe QUALITY of say 7arcs and yet managing to squeeze in something in the margins of many scenes that would just be dead space in a regular anime.

Madhouse is also excellent as far as animation. But without a good writing team to make up for the ongoing manga you get the end to the Claymore anime or Kaiji/Akagi.

Even the most low profile things receive an animu adaption. Touhou must be really unpopular. Animunews claims there's been 10,000+ animu titles. Yet Touhou is apparently so unpopular to the point where it's still on the waiting line.

Just face it. An American cartoon (Power Puff Girls) is more popular than Touhou in Japan and America.
