Actually this might be confirmed. According to ZUN's interview about Ten Desires in Chara Mel Febri Volume 9 (same book Wild and Horned Hermit is published in).

Byakuren and her crew did set the temple on the mausoleum in an attempt to seal Miko. But the whole thing back fired and thus actually triggered Miko's resurrection instead.

How one can take this information according to ZUN is up to them. But it does sound like this was an intentional thing.

Too bad her meaning of cooperation meant that it was okay to have humans killed for the sake of youkai, thus why she was sealed like the monster she is.
