I have exactly two pictures of Shou.

Because in Japanese an o followed by a u makes the sound slightly longer sounding. Touhou would be spelled with the hiragana "to" "u" "ho" and "u" Gensokyo is spelled without the "u" after "so" because of how Japanese writing works, the longer vowel sound at the end of gensou is dropped to make it roll off the tongue better and the kanji that kyo is written as means is written in hiragana as kyo. Technically depending on which dialect you can pronounce it as toe oo hoe oo or toe hoe. Same with sho oo and mow co oo.

TL;DR: Japanese is confusing.

Because for Tōhō we're using the waapuro spelling (a de facto standard among western fans of japanese pop-culture), whereas for Gensōkyō, a specific exception is being made, following the widespread, official practice of romanizing names of geographical locations without indicating long wovels (compare Tōkyō or Kyōto).
